I think its about a guy starts taking a piss out in a public area, convinced that he is alone. However, he soon realizes he isn't, but he can't stop pissing. That may not be exactly what was intended, but that's how I interpret it.
I think its about lust ("I got a hunger") and masturbation:
"I stopped & took my time for pleasure/ I heard a voice so I buckled up..." "out of my head the fountain shot" etc.
But maybe its just nonsense. Good song.
