Itt's about the homeless of Los Angelel.. The drunks and drug addict who can't even hold themselves upright so they just drag themselves around. The City of Angels, Los Angeles. It's supposed to be a dream come true but it's just a big letdown according to the song.

Everytime I am downtown and see homeless walking around I hear the lyric "stumble, stagger, fall and drag themselves along the streets of heaven." I always wonder if they have the injuries and conditions that cause the limps and posture problems before they become homeless, or does it happen after they start living on the streets?
