Does it make sense that he's singing about his truck? Laredo is a type of Ford F-150 and he mentions the 'wheels' and how he's a good friend and that he'll stop her before she gets to the city limits
Laredo is also a city and the wheels are an analagy for the girls mind. the city is supposed to remind her of all the good times that they've had and make her stay around love this song

Anyways. He's talking about the city and a girl leaving the city. He feels that the city is "his only hope" of keeping the girl in town. He talks about places and things she loves in the city, because he knows that he cant make her stay so maybe the city can.
the song is about the city Laredo, he's had a lot of good times there with his girl and he knows that the memories the city holds might be the only way to make her stay with him, so it's like he's telling the city to help him keep his girl
