It seems to me like it's about person who stops their self-development by deprivating from thier inner self/other person, perhaps lover, because the feelings he/she feels in relation to this issue terrify him/her and may destroy the present routine the person has built. It is written from the part of his/her nature, that gets rejected in the process

"I'd laugh if it weren't for my tears" What the person does to him/herself is an absurd, but he/she really hurts himself/herself this way. "Please cry till the water is clear" Crying will bring the katharsis to the person and made him/her reconnect with what she/he had lost "In fright you leave them to cry" Suppresing what scares the person in their own nature.

"I laugh to hide from your fear" Trying to detract oneself from their anxiety inside. "And grasp at the light of your peer" The speaker holds onto every rare moments of reconnection with the person.
