yup..definately about heroin.
"I got high on scrapping from my nails" Heroin addicts, when they hit rock bottom, cook up their own finger/toenail scrappings because the body concentrates it there
"he came in, he didnt speak my language" referrring to his dealer
"and promised next time, he opened up his mouth and then they floated out, dirty blue balloons" referring to the transfer of drugs such as heroin. Dealers would keep balloons full of them in their mouths, that way if a cop came after them they could swallow it, and just shit it out...hence the 'dirty' blue balloons.

the imagery in this song is quite blatant. how about the bit in the middle where you can hear a match being struck, firing up, and then the gurgle of something boiling...kind of takes the beastie boys and their audio bonghits to another place...

Im pretty sure the nail thing is a reference to heroin addiction, but i dont think anyone in failure got high of their toenails. Its definitly heroin, "my burnt spoon is dry beneath my bed" says it all. failures songs were pretty much written by ken and greg, and the popular theory on why the band broke up was gregs debilitating heroin addiction. so it fits.
Yeah pretty much everything that's said above is right. And on the failure documentery he says that "he has never, nor ever known anyone who's gotten high of scrapings from nails. That was complete fiction"
