I think this song is about following your dreams, not knowing where it's going to take you or if you're going to succeed. But just going for it and hoping for the best.
Darrell Scott wrote the song after he moved to Nashville ("Music City") so I guess it's a bit of his own situation: young family moving to Nashville, risking it all, starting anew, probably with music ("You take your number and you stand in line/And they watch to see how high you're gonna climb/Pat on the back 'n' better luck next time") and it seems that they fail. So for them the big chance was a disappointment.
