I interpret the song as being about an unhappy woman living in Southern USA, probably Virginia, where there is a well known river called the James.

I feel the song title refers to both the cleansing power of the rains in the southern states, as well as the good that can come from change.

I think the reference of southern rain pertains to 'southern wetness' if you catch my drift. It's ostensibly a song about how wonderful sex can be for a woman.

While that is an interesting and intriguing proposition, I believe that the Southern Rain is more a metaphor for the cleansing effects of rain upon the environment. Change brings new experience, whether it being a positive or negative change.
