Tim wrote this song about wondering what his son (Jeff) was like, he'd never really had much to do with him before. He laments about leaving Jeff and his mother. It's so beautiful and sad...

This is not only him acknowledging that his son is going to struggle in society without him around, but also an admittance of secret substance abuse, the very thing which did him in. Eerie.

Sometimes you feel so bad that you do horrible things to feel better, and then you regret it, it's human ! At a pinch you can blame Tim for having abandonned Jeff, but not for having regretted it later !

Humans are complicated you know, really complicated... Don't take my remarks as criticism, I thought like you before, I couldn't see why somebody can be sad, whereas this is he or she who's done the bad things, I was really narrow-minded and spiteful... But few months ago, something made me understand that people often do things without entirely being into it, if you see what I mean... They do bad things not especially to hurt you or for their own ego, sometimes it's far more complex than that, they do it because they can't do it in a different...

For us, it seems so easy to go otherwise, but for them it's too painful for whatever reason they have or things they lived... So you can't really blame them for regretting what they done...
I'm in no way justifying Tim's absence in Jeff's life, but from what I've gathered through various interviews with friends, Tim was a very troubled person with low self-esteem deep down. I think he felt he wouldn't have been able to be a good father to Jeff, given the own abuse he went through with his own father.

@Harmony4 The thing is: we are being fed the same story Jeff was told during his life. When Jeff's mother made contact with Tim when Jeff was 8 years old, Tim was more than happy to see his son and let him stay over for almost a week. This was the only time Jeff got to spend with Tim. The thing is that this does not sound like a man who didn't want to see his son, but who couldn't see his son, for whatever reason. It's a shame Jeff grew up feeling so torn up about his absent father.
