for me PERSONALLY, this song is about loving someone who's become a burden, and the allowances they're afforded because of this love.
it seems like the relationship is lacking for her in some sense (no time to fuck) but for other reasons she remains (and where would we/be without sums/deals we make).
the brown paper bag stuff speaks to the fact that he's either a cock-eyed optimist or foolishly resilient in the face of problems - specifically, what's lacking in their relationship. (brown paper bags as protection from rain = fail). she may be a little envious of this quality (cheers for that) but still regards it as being too naive, and ultimately, maladaptive.
