It's probably saying that things change but stay the same. We don't know who Samantha is except that she's probably not anyone else mentioned in the song. Maybe she's the family's little girl in 1921, baby's older sister. In 1981 she is in her 60s or 70s and observing the same scene. Or perhaps other people now live in the house, but the same things play out 60 years later.
