The line "why can't love be blind" gives away what Sandman was trying to say. The song is essentially saying "I want to love you, but you're just so ugly". That's why he needs a double of that potion.
The double to make intimacy easier. Also, the wish that it was so easy to actually just connect with out problems/conflict/mismatched feelings.
I guess "make it a double" stands for that bar thing.. "double... no ice" you know? I think he just wants to double the potion in order to improve its effectiveness.
