This is about an encounter between two people. Person A saw Person B from a distance and fell in love with [her]. When Person A approaches Person B and confesses [his] love to [her], Person B has to make a choice: start a relationship with Person A or not—“and all of this augers well, even though it’s presaging pell-mell.” Person B finds Person A’s sudden confession questionable, but also flattering.
The song is about the historical figure Billy Sunday. Went from professional baseball player in the National Leagues (1883 - 1890) to the most influential evangelist of the early 1900s. That's a bastard of a choice.
