I'm gonna take a stab in the dark and say this is about Richard Nixon. He was on TV all the time back in the day (him and that damn dog) back in the day. I think that "that's the only way that he'll confess" and "he had the wherewithal to get out" is a reference to his confession and subsequent resignation. "Richard died real slow" is a reference to the death of his presidency, not of his actual death.
Of course, I just pulled this all out of my ass, so take it for what it's worth.
