While having an obvious meaning, I think it is also symbolic of drugs. Ellis Dee sounds like LSD and the whole song is about how he\'s not free. Somebody who is addicted to LSD is a slave to the addiction, as Ellis is shown as a slave to society.

@Dawbs89, I don’t mean to be rude, but LSD isn’t heroine. People do not become slaves to hallucinogens.

I’ve often thought it has something to do with the double meaning, LSD is locked up with an illegal class of narcotics.
