In my opinion he
s referring to an aspect of his personality which is no pleasant to him. Some actions done in the past ,wondering if forgiveness will be possible . Things like this occur when youre driving alone and start thinking , happens to me all the time. As Im not english native , I dont quite get the meaning of "elusive high" .The word "elusive" in this context means "hard to find" or "hard to reach/achieve". Therefore, "elusive high" in this context is saying that he is trying/would like to recapture or feel again how he did in the past. Considering the overall theme of the song, I believe that Jerry wants to let an old friend know that he is trying resolve his past issues and rekindle a friendship that was lost due to those issues. I think that we can all relate to that feeling!

I could be wrong, but I think that Jerry keeps saying 'devil by my side' in the song because he is a 'he' and he often feels as if he does have a devil by his side!
