Sunny Skies seems pretty contradictory to his name. He's friendless and weepful. The song's cheery tune also is contradictory to the sad lyrics. I think that Sunny Skies could be "happiness." A lot of the time, we tend to weep and cry, throwing away our days to these actions and to depression. We as humans cling to sadness, for whatever reason, we do. Instead of not letting Sunny Skies or "happiness" rise, we should make happiness our friend.
This is one of my very favorite James Taylor songs. He has such a great easy going, but wistful way he plays. Such a sense of ennui, wistful ennui.
