They're drug addicts, and, obviously, petty criminals. "The Recognition Scene" is the point of a story or play where a character makes a great realization about his surroundings. He's realized that she's not going to make it through the addiction one way or the other, so he starts missing her before she's even gone.

As with almost all Mountain Goats songs, people tend to over-analyze I think that's the point though, to get your own idea of what the meaning of the song is.

I always try to take their lyrics in a literal sense and so to me this song is about him spending time with a girl (as children, presumably), stealing candy with her and then kissing her. He then realizes that in a forseeable future, she will be out of his life (moving away to another town or something) and he knows that he will cherish this moment they're having forever
