To me this song is about how people change through drug use. For whatever reason, the arrow represents a life path that has been changed. At first you get high because you want to but not because you need it, and you wonder if this is really what you want out of life. As time goes on though, you get high because you're addicted and you wonder if this is really what you want out of life. After awhile your entire life seems to be a haze of drug blurred memories, and before you know it you're old and have done nothing that you would've wanted to do before drugs came along.
This is my interpretation anyway.
I agree with ^^ AcidTrippp ^^ that the song is referring to drug use which transforms over time into drug abuse.
The song describes a person whose life became comprised of drugs, and only drugs. He realized this and decided to kick the habit. The opening line, "There's a question mark in the place of a spark that used to be an answer", explains how he started to question what he was doing more and more. The spark being the "flame" that he used to light up.
Overall, he is admitting that he has a problem and that he regrets becoming dependent on whatever he abused.
