I think it's about holding out for someone, waiting for someone and them letting you down. It could be God, yes.

yeah i saw it as being about God too, and so i saw it to be very sad because she feels her relationship with Him is over and has no way of being existent again. that's just really sad to me because it's rarely the case when people believe it to be so. God forgives. God loves. He doesn't turn people down unless they turn Him down.

This is the first time I've read these lyrics. I always thought it was "I'm not saying he turned me down" instead of "I'm not saved, he turned me down" which obviously changes the meaning dramatically. I kind of like it better the way I misheard it. It's impossible to be turned down by Jesus.
