He doesn't feel strong at all and is trying to convince himself that he is, which is partly why the line is repeated more than anything else in the song. Probably also trying to convince himself that he is as careful, calculating, and reasoned as a soldier might be, when he's really a wreck and is afraid he's going to do something really stupid.
