Sounds like total frustration with relationship that's not worth putting any additional effort into.
I was told this song is where Nirvana got the title for their album.
I realize I will be trashed for this, but here goes ..
Knowing there is even a book on the Mats called "All Over But the Shouting", I'm still not convinced that's what Westerberg sings. It has always sounded to me that he is singing "..I'm all over with the shouting, it's just a waste of time." Which makes more sense given the context of the song. As such, I've always interpreted it to mean that he's casting aside the trappings of being a rock star, whose opinion is "more or less" as worthless as the next guy's.
