This song is about the hardships of growing up in a Tenement Square, like Beggar's Bush, for example. Dave King grew up in a tenement square and this song is describing the things he saw going on when he was growing up.
North side of Dublin was well known for its tenement squares. They were built for the poor and the poor stayed poor within them. entire families would live in one room without heat, food or any chance of escape during the early and mid-20th century.
this song is played in the special features of The Commitments, a movie about a Soul-cover band that emerges from this block of tenements in Dublin. I highly suggest it.
