I think it means that like, when that one person is around you, you can't really concentrate on anything else but them- it's like everything is disappearing around you, besides that person. If you've ever seen like, West Side Story, when Tony first sees Maria and stuff ,everyone around them is blurry besides each other- they're all they see.
