As noted above, this is a cover of a track originally by Discharge.
Given the 1982 release date of the Discharge album this song appears on ('Hear Nothing See Nothing Say Nothing') - and the date of the writing of E. P. Thomson (early 80s), I think this song could well be about mankind's destruction by nuclear war:
