There is nothing in the lyrics to suggest this song is race specific. And I can see the acquittal line referring to OJ, but he's not the only famous person to have gotten away with murder.
The chorus line "Those men will break your bones, Don't know how to build stable homes." appears to be a reference to domestic violence. Specifically beating ones spouse or children does nothing to promote a stable family environment.
Possibly about domeatic violence or the corruption and destructive power of the media
It's a social commentary on a shockingly common urban black family situation, in which 60% of children (in the US) are raised in single parent households (normally the mother). He's pointing a finger to the men in these situation and their violent lifestyle as the contributing factor to this horrible environment.
The acquittal line is a smart juxtaposition of social status in reference to OJ Simpson.

Tricky's connecting violence with social dislocation. In this very strangely hypnotic way. PJ Harvey's singing with his speaking underneath it has a similarly hypnotic effect.
