There is nothing in the lyrics to suggest this song is race specific. And I can see the acquittal line referring to OJ, but he's not the only famous person to have gotten away with murder.

He's pointing a finger to the men in these situation and their violent lifestyle as the contributing factor to this horrible environment.

There's a few things going on here in my opinion.

Tricky's connecting violence with social dislocation. In this very strangely hypnotic way. PJ Harvey's singing with his speaking underneath it has a similarly hypnotic effect.
