It's heartbreaking indeed, quite a delivery and a very smart lyric. It is indeed too Smiths-y in a way, but it's a grat song.
In my opinion, it speaks about a situation of long suffering, probably a failed relationship. He's asking the girl to show him that they haven't "wasted time", like demanding a compensation. However, it's a very, very complex lyric for me to analyze in few seconds.
