2nd track on the album...clearly after having his soul drained by the demon in the 1st track Richard has retreated into the primal and child-like depths of his remaining sanity to hide...possibly while interred in an asylum of some sorts where he can look outside at the serene swan-filled canal?

i've heard some critics claim that the lyrics are actually "daddy's little boy", instead of "dirty little boy" :?
It's definitely "dirty little boy" and not "daddy's little boy" seeing as there is no S sound when he says dirty. The lyrics are exactly the same in this song as the beginning of the Girl Boy Song (18pound snare rush remix) on the Richard D. James album. The Richard D. James album was released about one year before the Come to Daddy EP. http://www.houseofcaron.com/19th%20century%20costumes.htm shows a picture of a "19th Century Children" with one labeled little lord faulteroy. I don't believe the lyrics have anything to do with the title of the song though, because seeing as a whole year before using the same lyrics again, the song he made had no reference to this "little lord faulteroy" person. Unless the 18pounds has something to do with it. I can't make a real connection.
^ Perhaps Lord Faulteroy whoever that was had a diary or biography in which they talked about a time when they watched swans as the water flowed through the canal and he referenced it.
