The Meters version has 2-3 extra verses, and they adapted the whole song (including the phrase "Hey Pocky Way") from New Orleans street chanting. The meaning is kind of self-evident, I think: Feel good music in your soul makes your body wanna rock and roll. Not very complicated.
If you go back to the original New Orleans Indian tribe chants, "hey pocky way" was the equivalent of "back out of my way." It was a threat to anyone who wanted to get in the way of a party. But this version is watered down to almost nothing.
This is The Meters, not the Dead. It's my understanding that Pocky A Way means to get out of the way, as in getting out of the way of the Mardi Gras parade coming toward you. Get out of the way or get run down. It sure sounds like something the Dead would do, huh.
