The concrete lake mentioned in this song is Lake Karachay in Russia, which was a dump for nuclear waste. The lake is now entirely covered in concrete. I don't know about now, but at one time standing at the shore of the lake for a mere hour would cause death in about a fortnight.

I've read the idea is that for anyone to fully understand the wrongs of the world mentioned throughout the album, all they'd have to do is stand by the lake for an hour, which is what this song is all about.
