To me it sounds like he sings "cause we consume" and not "kazoo, kazoo". Of course, both in the album's booklet and on every single lyric-site it says the latter, so I might very well be wrong... But try to listen closely and see if you also can make it fit.

It sounds like he's stressed and turn it up he means turn up the music and the music makes him feel better...
I heard Blur didn't like that song much; so Damon Albarn probably just wrote some nonsensical lyrics to it (offhand).
