Very underrated tune.
This is about a relationship gone wrong. Mick pretty much places the blame on the other person. "And who jumps the fences? And who builds the walls?" sums it all up. In Mick's mind, he's going out of his way and 'jumping fences' for this person...but they just put up walls and keep him out. He still wants it to work though, and in the last verse, he's basically telling her that they should just quit playing games with each other and try to give it a chance.
The whole song he's asking her to break her walls down and let him in.
