This has to be linked to the political situation in 90s Britain. A Tory MP, Stepehn Milligan, was found dead from Amyl Nitrate induced heart failure wearing female underwear. There were numerous sex scandals. So this is a satire based on this, and other aspects of British life. Of course, it's also an attack on the so-called 'Quangocracy' - a Quango is a Quasi Autonomous Non-Governmental Organisation -unelected bodis that have enormous power.
The "Ooh, I'm a naughty boy!" line is absolutely priceless. It's also a line that'll get you some strange looks when being blasted from your radio with the windows down.
I have written that on many, many bathroom stalls.
Oh dear I can't believe nobody has commented on this song. This is a great song. I think it's about hedonism and just total uselessness.

This song is brilliant, damon is an amazing writer. I always laugh thinking about the 'he ran into the toilet' part.
The song was written in 94-95, and Britain was still under Tory rule. Thathcer was gone, but John Major was the PM and Damon obviously was and is a leftist (and was a famous Labour Supporter at that time).
The Conservative (Mr. Robinson) is obviously a filthy old pervert.
