Wesley obviously has conflicted feelings about Mr. Schwarzenegger. He refers to him both as a "low-down, rotten man" and "the greatest man I ever liked" - crushing condemnation and high praise respectively. I believe this tune was Wesley trying to sort out his feelings about Arnold in song.
