I think this song is a comment on how orwellian are society is becoming. Focussing on such things as CCTV with lines about the cars on the high way and drunks singing my way. He's saying that nothing goes untracked.
The bit about deception and rejection might be referring to the whole reality TV thing with Big Brother and the like.
The first bit is, I think, Tom saying how helpless we can all feel in this society... what can we do to stop ourselves being constantly monitored?
I dunno... this is probably all wrong, and me being a paranoid skeptic... if that's the case - ah well.
You're right about the Orwellian stuff. But the song was written long before reality TV, they're just observations about the world.
