Its about the pointlessness and futility of modern life and convenience, how we take it all for granted, and we won't be the one to pay the price, the planet will be. i believe that in this song the author wants to show that the world is going crazy and that he'd rather get high than live in it for real. The title of the song is a pun : in England, one of the most famous newspaper is called "news of the world". So, basically, the song shows how worried about the world the author is.
It's about the beginning of the end. Watching the rot happen from above. The 'sponsored by God' bit got Tom in a bit of trouble after 9-11 (even though the song was written years before).
