It's pretty obvious what he's saying. It was actually about a specific person (lot's of MacKaye's lyrics -- especially early on -- dealt with things within the samll DCHC scene itself) but like moe said, we all know people that this applies to. SMall people (physically, mentally, emotionally, etc.) who try to compensate by being aggressive assholes.
So precise, isn't it? Everybody's met the type of guy described in the song, and the chorus's just so funny.
I think it has something to do with napolean , he's short, he did alot of battling "compete compete do it for the boys" to win public favor.
