He doesn't say "but I would, never could get up" but rather "but a wood never could get up." A wood (peckerwood) is just what white dudes are called (in jail). He's talking about being unable to contact home because the Mexicans and Blacks are monopolizing the phones. You're welcome, internet.

oh the good times... me and my homie GUS! we always get wasted and sing this song....
as a kid listening to this i never understood the song nor the title. unfortunatly, through life experiences, "freeway time" means to the inmates the when in the dorm your not stuck on your bunk. the rows we called the freeway. the small space between the triple stacked bunk beds we called the driveway. ironically, la county jail can be seen from the freeway as the large concrete building with no windows.
I just wanted to ask. Did anyone get the impression that Sublime used the melody from The Door's song 'Roadhouse Blues'?? They seemed to love them since they used the Doors in Cisco Kid.
I figured he wrote this song inspired by all the people he saw in jail and thinking about other stuff to pass the time.
