It was written in tribute to Colin McInnes' wonderful book of the same name (though Weller supposedly hadn't actually read it yet!).

sivilla I can't believe u think this song sucks! I never used to be big on the jam; i.e. I only really listened to That's Entertainment and Street Called Malice. I listened to this one last night and loved it. It's so rich and explosive. Maybe slightly over the top but with enough raw energy to back it up. Lol I thought the chorus was about heroin. I think that about lots of songs now since I'm a recovering addict.
