It's slang - ya know: If I were you, I would put your pretty dress on. Not that HE would put them on, he's telling her, get dolled up and let's find some trouble or fun to get into. When I was younger I misunderstood and thought he was going to put them on, and that always sounded like a lot of fun, but I digress, this one isn't pervy, just teen angst.

@ RDTX14. Indeed. The gentleman is saying to the lady, "if I were you, I'd get all fancied up and go have some fun." I don't know about TEEN angst,though. The line about working too hard for too little makes me think that the couple are adults. Young adults, perhaps, but adults.
