A song about the revolutionary youth movement in America in the late 60's. The Weather Underground, specifically. They set off bombs and helped start riots. "Cielo drive" is a location of one of the Manson murders. "Bleed kid" with the distortion is what the cops are saying. The weathermen are telling you to get off the street because it's wired with explosives.
End of the 60's paranoia and the desperate tone of cultural upheaval.
