yes, outremer was the name crusaders used for the holy land
In some ways, the line 'Never havoc cry nor loose the dogs of war' seems like a bit of a counter to their other song, Honour
I think that its a back up for honour. If you look closely at honour i think thant u can see how Ronon's saying whats happening now, how we feel, what will happen on this path and just how wrong it is. The last line in this song backs up that message clearly. but i feel that this song is equating the atrocities of the crusades with the wars in the middle east today. Bush actually did the same thing himself in one of his addresses following 9/11. "This Crusade, this war on terror." Then Al Jezzera translated crusade as 'war of the cross'

I have no idea about the meaning, but I'm sensing A LOT of Julius Ceasar influence in this.
I agree it could have something to do with the Crusades. But read this article, I believe, after reading this, it may not necessarily have to do with the Crusades:
Outremer, French (outre-mer) for "overseas", was the general name given to the Crusader states established after the First Crusade: the County of Edessa, the Principality of Antioch, the County of Tripoli and especially the Kingdom of Jerusalem. The name was often used as an equivalent to Levant, Syria or Palestine, and incorporated areas that are today part of Israel, Jordan, Syria, Turkey and Lebanon.
The term could also be used for any other land "overseas"; Louis IV of France was called "Louis d'Outremer" as he was raised in England.
The modern term outre-mer means overseas, and is notably used for the French Overseas Departments and Territories (départements d'outre-mer et territoires d'outre-mer).
