This appears to be Blink-182's take on "Free Speech for the Dumb," a song by punk band "Discharge." Both songs feature the same line shouted over and over again for a brief period until the song ends. "Free Speech..." was part of the 1982 Discharge release, "Hear Nothing See Nothing Say Nothing." The album was the number one punk album of all time in a poll conducted by Terrorizer magazine. The album reached number two on the indie album chart and number 40 in the UK Album Chart.
