The history of Blink-182 as a major American rock band from Enema of the State onwards, has been punctuated by creative differences between founding members Mark Hoppus and Tom DeLonge. Despite becoming a tour-de-force in American rock music during the late 1990's and early 2000's, the childhood friends were at odds during the pinnacle of the band's success. DeLonge would leave the band on two occasions, first in 2005 after the conclusion of the "Untitled" tour, and again in 2013 after a "reunion" era which saw the release of 2011's "Neighbourhoods" and a follow-up EP in 2012.
During the periods of DeLonge's absence, drummer Travis Barker was nearly killed in a plane crash, and Hoppus was diagnosed with a serious form of cancer which he eventually recovered from. Both incidents served as catalysts to bring the trio back on speaking terms, resulting in not one but two reunion tours. "One More Time" is a duet featuring Hoppus and DeLonge apologizing to each other and regretting how they handled their friendship when they were younger, highlighting how men often do not talk about how much they value each other's friendship until it's too late.

That's correct. However, it's not strictly a duet because Travis features very briefly on vocals toward the end.
This band do not get the recognition they deserve.
It's a beautiful song and makes me well-up every time I play it.
