These are just informed guesses, but "Q" could either refer to the character from James Bond, or QAnon of the American Political conspiracy theory. The later seems more likely considering the protagonist's decent into madness as the song unfolds.

According to what I've read, Molly H refers to Heroin, which makes the "tears I've inhaled" make more sense in the next line.

"Waiting around for the witches to drown" would refer to the Salem witch trials in the late 16s. If this song is about a QAnon conspiracy theorist descending into madness, it would make sense that they are "waiting around for the witches to drown" because it is a common belief of the QAnon people that there is a huge cabal of Satanic child predators in high positions that are constantly on the verge of being outed and thrown into prison. This line is also brilliant because it implies that the burden of proof has been shifted from the accuser to the accused.

A less common use of the word "Allocate" is to set apart or to localize through decentralization. It would be the opposite of globalization.
