I love this song! I often wonder what it means and where the idea for it came from. To me it seems sort of regretful "my god, there goes my monster" Or maybe it's more of a realization of the consequences of a mistake; actions leading to the creation of a "monster". "Human beings are stupid things when we're young/scared stiff straight, all wooze and shake" maybe mistakes of youth or making bad decisions because of fear? "Foolish games and fire drills" also seems to refer to kids. It also feels like a warning: "run, it's come, gone, it got to you" (not 100% sure on the lyrics there) and lines like"you should wait" seem like...trying to protect or advise someone? But other lyrics, like "ghouls and saints, and phantoms, what are we afraid of/new fixates on human states/take off" (still not clear on the exact words) don't seem related in any way that I see. I do love this song and Blondie though!
