I've always interpreted this song as being the singers thoughts as he was preparing to kill himself.

I think this references him just sort of sitting back and relaxing and thinking about his plans before going through with anything.

Sounds to me like that was him writing a note, telling why he was doing what he was going to do. He's likely blaming his actions on another person, and plans on that person to read it.

I think this is another person, finding out what had happened after he was gone. They're beginning to go through the grieving process, going into denial after learning what had happened.
I always saw it this way: it's a de-evolved thing to just want to keep going faster and faster all the time. The need for speed is great in the young, but sometimes, you just got to slow down. They are liking this addiction to going fast to an addiction that is fatal. Eventually, go too fast, and you'll be hurt.
