I've read elsewhere that this song is intended to represent the big bang and the section where the lyrics come in represents the Earth, but while that may form part of the song, I think overall, the song is talking about humans leaving earth to continue our existence elsewhere in the universe.
Using that theory, I think the intro would be the chaos of the big bang, the lyrical section is the present period, i.e. our current time on earth in the relative calm of the universe, whereas the final section, musically, is human life actually travelling out into the universe to look for a new home. The spacey tone of the guitars and the increasing speed of the drumming - I can just easily imagine some sort of spacecraft taking off into the universe...
Lyrically, there are also a lot of hints towards space exploration.

"Does anybody know?" and "Does anybody care?" I think are the two questions that are blocking the vision of travelling through space - first of all we must have the knowledge of how this would be achieved, which although there has been talk about moving humans to Mars revently, we are still a long, long way from anything like interstellar travel. And the second of those questions, people must actually care about leaving earth or it will never be investigated thoroughly enough and we'll remain here on Earth until it is too late and we eventually die out.
The spoken outro by NDT also stresses a need for people to start caring about our "exploration of the cosmos" - Earth and all its problems are insignificant in the grand scheme of things and we must unite our goals towards this exploration, or else we risk the existence of our species.
The drums in that outro are awesome by the way! Love this song.
