Lately I’ve been thinking that this song relates to immigration. The song starts with a person introducing himself and remarking that he too is a human but his culture may seem savage/strange to others (thus reference to “vulture”). He tells the story that he comes from a war zone, “from chaos”, and that the society cannot fully grasp his situation “cannot explain us”. He then goes on saying that only the most “focused of the hopeless” get this chance to emigrate.

The chorus is about the difference in population sizes and the way that people want immigrants to act. A handful of immigrants is only a “drop in the ocean” (in the population). And they are supposed to be quiet and respectful, “causing no commotion”, they are not supposed to express their needs or grievances “no emotion” and should fully integrate “follow the motion”.

Towards the end, the narrator remarks that “but really we are born everywhere”, alluding to the fact that any of us could become an immigrant. And it seems that the narrator does accept the idea of integration into society as he goes on to say to others “now follow the motion”, diving deeper into the ocean.
