My guess is that he, the magician, is stuck in a rut in life, not knowing where to go or what to do. Or maybe it's about a relationship that wasn't going too well, so he makes it disappear by ending it...? Maybe he "shakes" from being nervous or regretting his decision of ending the relationship. This is why "he sweats the most" and now he's a "shaking hand without a plan."
I feel like the magician is a charismatic individual with a reputation of being a chipper crowd pleaser. Even when he is experiencing sadness and/or emptiness inside, the magician feels pressure to put in a cheerful face and continues to please the crowd
I think the song is about someone who is struggling with a problem in life, and as a way to deal with the problem, the person tries to make it disappear. Forget about it. Erase it. Run away from it, without thinking about the consequences or the reasons this situation bothers him ("just a shaking hand without a concrete plan"). But the problem re-appears, despite his numerous attempts to get away. It continues to catch up to him no matter what he does to run away from his problems ("you'll see him sweat the most each time his options disappear").
