Would suggest that the song is about the Salem witch trials and how religion (or the people) used "fear" to make decisions (that there were witches).

It is still quite relevant today as we (society) continue to look for scape goats and we can all breathe easier when someone confesses (whether coerced or not) ... for it gives us closure.
